Robert Nana Mensah

Senior Advisor, Public Services and Government Relations

Mr. Mensah is a Retired Assistant Commissioner of Ghana Revenue Authority (GRA), where he retired as the Head of the Communications and Public Affairs Department.

He had over 37 years working experience in the public service, having worked from 1980 in various Customs offices including the role as Head of the Client Service Unit at Customs

Mr. Mensah is an Accredited Member of the Institute of Public Relations, Ghana, as well as of the Chartered Institute of Taxation, Ghana.

He authored a series of corporate publications: the ‘Customs Guide’, ‘Family Shield’, ‘GRA Partners’, ‘Customs Procedures’, Customs Union Brief’;  and contributed to production of annual reports, newsletters, and audio-visuals.

He lectured at the GRA Academy, Kpetoe in the fields of Public Relations and Customer Service. He currently is part of Accreditation Courses Team at the Institute of Public Relations, Ghana for prospective members. Mr. Mensah currently consults in communications management within the field of Import and Export supply chain in Ghana.

Projects undertaken thus far, include:

GRA Customs / World Customs Organization Stakeholder Engagement Strategy: 2012 – 2017

    1. The key objective of the GRA Stakeholder Engagement Strategy is to contribute to the effective delivery of our mandate through the improvement of our engagement and communication with our stakeholders.
    2. Need to improve the image, credibility and relevance of GRA for Economic Operators and other stakeholders.
    3. Need to improve strategic and operational co-ordination with other public and private agencies involved in international and regional trade.

GRA Customs / UNDP Governance Programme: 2012 – 2017

      1. To provide a Communication Strategy for the Customs Division
      2. To disseminate information on Customs processes for stakeholders
      3. To provide a platform for stakeholder engagement and feedback
      4. To conduct integrity survey on Customs internal and external stakeholders
      5. To change-manage Customs staff based on integrity issues arising from survey

GRA Integration and Modernization – Stakeholder Engagement Programme: 2010 – 2012

    1. To sensitize internal and external stakeholders on the GRA integration and modernization project
    2. To change-manage GRA staff to ensure buy-in for the new system of three institutions merger into one

Private Sector Development Strategy / Customs Programme: 2010 – 2012

      1. To ensure trade facilitation including information dissemination
      2. Private sector participation in streamlining processes at ports of entry
      3. To build Client Service units at Customs offices

Ghana Customs / USAID HIV/ STIs Project: 2001 – 2004

    1. To identify key HIV/STIs risk factors of Customs staff and border communities
  1. To implement information, counseling and direct intervention among Customs staff at risk of HIV/STIs

Mr. Mensah holds an M.A. in Democracy, Governance, Law and Development from the University of Cape Coast, a Mini-MBA in Oil and Gas (CWC School of Energy), UK, a Graduate Diploma in Communications Studies from the University of Ghana, Legon and a Post Graduate Certificate in Public Administration from the Ghana Institute of Management and Public Administration, GIMPA, Accra.

These are enhanced by series of professional training courses and on-the-job acquisition of competences.
