Mrs. Efua Garbrah-Sarfo
Senior Advisor, Public Services and Government Relations
Educator, Trainer, Human Capital Specialist, Administrator, Counsellor & Social Worker, Mrs Efua Garbrah-Sarfo holds a Masters Degree in Public Administration from the Ghana Institute of Management & Public Administration (GIMPA). She holds a Bachelor of Arts Degree in French and a Diploma of Education, both from the University of Cape Coast.
Mrs Efua Garbrah-Sarfo’s lifetime career with the Volta River Authority (VRA) spanned 36+ years in various capacities. Starting off as a Graduate Teacher of English and French languages at the Akosombo International School, she veered off into Personnel Management, Administration and Staff Training later. Her desire to impact lives for the better led her to often take on roles that were people-oriented. Having successfully held various portfolios as Manager and then Senior Manager in Akuse and Accra, including Senior Manager for Industrial Relations & Corporate Compensation, she was appointed to various directorate positions. These include Ag. Director Training and Staff Development, Chief Learning Officer of the VRA Academy, Director General Services, Director Real Estates and Security and finally, Director Human Resources.
Mrs Garbrah-Sarfo is well travelled and has made presentations both locally and at international conferences. In the mid-2000, she was elected Chairperson and later Advisor of the HR Committee of the Union of Producers and Distributors of Energy in Africa (UPDEA) now APUA, for a total of 6 years. Amidst many other strategies and actions, she initiated a project for the assessment of Staff Training Institutions in the energy sector of Africa in order to encourage member countries of UPDEA to make use of one another’s in-house training programmes and facilities. This was later adopted and re-packaged by UPDEA under a programme named: Centers of Excellence in the Energy Sector of Africa. Over a period of about eight years, she provided interpretation services (French to English and vice versa) at UPDEA workshops and meetings pro bono, whenever the need arose. As a result of these services and achievements rendered between 2002 to 2010, Mrs Garbrah-Sarfo was among twelve officers (ten men and two ladies only) selected from across Africa’s energy companies, who were honoured with a plaque and citation during the APUA’s 50th Anniversary celebrations held in 2011 in Algeria. She is also a recipient of the Top Best 2018 HR Practitioners National Awards, Ghana.
Mrs Efua Garbrah-Sarfo is a Deaconess and Presbytery member of the Church of Pentecost (COP) where she has held various offices over past three decades, including: Local/District Youth Leader, Member of Local Women’s Movement Executives, member of Akuse District Church Building Project, member of Counseling Team, member of Media Committee, member of 3-man Panel assigned to host 1st ever PIWC Atomic Radio Counseling Programme, member of Protocol Committee, member of Ushering Ministry & Usher Executive/Advisor/Trainer.
Mrs Garbrah-Sarfo is a member of the Church of Pentecost Chairman Education Foundation (COPCEF) Board of Trustees; member of the African Business Centre for Developing Education (ABCDE) Board of Directors (an NGO committed to help train and empower the youth); a Volunteer & member of the Society for Human Resource Management (SHRM) Ghana Chapter (an Association of HR professionals), and Volunteer with Alliance for Integrity Ghana (AfIN is a business-driven, multi-stakeholder initiative seeking to promote good governance, transparency and integrity in the economic system of countries).
Her interests include gardening, cooking, traveling, counseling, philanthropy, providing openings for learning & sharing. Other areas are health & wellbeing, wellness & safety, and promoting the cause of the afflicted, vulnerable and down-trodden in society.
She is married to Mr Owura Kwaku Sarfo. They have four adult children.
